First he told the world that the services should dump the "don't- ask-don't tell" policy and allow openly gay people in the ranks. Now, despite the strenuous objections of thousands of submarine officers and sailors, he is moving ahead with a plan to shoehorn women into these already cramped vessels. And he has been very clever, introducing both policies during a time when Congress will have the resources to contest only one or the other, but not both.

It is troubling, declared the admiral, that the "don't-ask-don't tell" policy "forces people to lie" about who they are. I attended the Naval Academy at the same time as Mullen, and I have to wonder if he remembers one of the key principles of that institution - that an individual's honor is his most important attribute and his own responsibility.

While the admiral talks about how difficult the current policy is for gays, it is somewhat perplexing that he doesn't seem equally concerned about the complexities and consequences of repealing it.

The last thing our commanding officers need is another divisive policy thrown into the ranks. Gender integration, with its dual standards of behavior, has produced more than enough.

More important, any kind of sexual activity in the ranks, gay or straight, is an impediment to discipline. The two ship captains who were recently relieved because of fraternization in their commands should be a stark reminder of how out of control things already are. Why the highest ranking officer in the country would want to pour fuel on that already raging fire defies explanation.

The admiral also does not seem to consider that the gay lifestyle includes a variety of types of relationships, each of which raises its own questions. How will the Pentagon deal with gay marriage, whose legality varies state to state? How will he pay the cost of benefits for all of these newly found "dependents"? Will both partners of a bisexual soldier or sailor be entitled to dependent status?

While the idealists in Congress and elsewhere don't want to discuss those issues, Mullen has a clear responsibility to both his subordinates and the nation to deal with them - before he lets that horse out of the barn.

Meanwhile, the folly of putting women on submarines has been discussed in this column before and needs no elaboration. It is no more logical today than it was a year, a decade, or a generation ago - but once again, sociopolitical considerations will triumph over reason and put our national security at risk.

Likewise, those who work alongside men of power need thick skins and confidence to be of any use. Power strains those who have it, and bruises those who get close to it. This has always been so and always will be.

This point, which has been eloquently argued elsewhere, is understood and accepted by all who have any close knowledge of politics and government. There is no point in throwing up our hands and squealing like maiden aunts at any report of rough language or brusque behaviour in Downing Street.

But the objections to Gordon Brown's behaviour are not just the usual complaints of the usual suspects, the resentful gossip of oversensitive and hostile witnesses who were not fitted for the jobs they did.

But this was also the interview in which he specifically denied 'shoving' any colleagues. Either he knew that he was not being wholly truthful or he is keeping the truth from himself.

This development requires us to question whether we really know what sort of man it is that we are being asked to vote for, and whether we can in future believe anything that he tells us.
